De richtsnoeren pleiten voor een verschuiving van geïsoleerde acties (ontworpen om specifieke vormen van geweld tegen kinderen aan te pakken) naar de aanwending en uitvoering van geïntegreerde nationale strategieën. Summary: These Guidelines are contained in the annex of Recommendation CM/Rec(2009)10 of the Committee of Ministers to member states on integrated national strategies for the protection of children from violence. They represent a European response to the recommendation of the United Nations Study on Violence against Children. They encourage each state to develop a holistic national framework to prevent and to respond to violence against children. Acknowledging the multidimensional nature of the problem, the Guidelines promote an integrated approach capable of addressing a range of factors (political, socio-economic, legal, cultural, psychological, behavioural, etc.) that have an impact on the prevalence of violence. The Guidelines are framed by children’s rights standards, particularly existing Council of Europe standards, and serve as a navigation chart for states striving to adopt a strategic approach to violence against children, identifying key building blocks for a violence prevention strategy. The Guidelines advocate for a shift from isolated actions (designed to combat specific forms of violence against children) towards the adoption and implementation of integrated national strategies. It is based on the principle of the best interest of the child and the child’s rights to provision, participation and protection. A distinction is made between general social services, specialised social services and intensive social services. Key strategies in child-friendly social service delivery include: information and advice, accessibility of services, availability, appropriateness, interdisciplinary and multi-agency collaboration, professional competency, safety of the child, confidentiality and privacy rights, mechanisms for complaints and review of decisions affecting the child, and quality standards, monitoring and evaluation. Daartoe worden reeds vier doelstellingen van het jeugd- en kinderrechtenbeleidsplan vastgelegd. Het decreet beoogt ook de rechtszekerheid voor de organisaties informatie en participatie en de cultuureducatieve organisaties te versterken. Ten slotte worden een aantal wijzigingen doorgevoerd met betrekking tot de op naam gesubsidieerde organisaties. Summary: This decree replaces the decree of 18 July 2008 on conducting a Flemish youth and children’s rights policy, and enters into force on 1 January 2013. It aims at continuing and strengthening the integration of youth and children’s rights policy in Flanders. Some innovations are: the ‘youth policy plan’ becomes a ‘youth and children’s rights policy plan’, that must be ready one year (and not one and a half year) after the installation of a new government. Thereto, four objectives of the youth and children’s rights policy plan are laid down. The decree also aims to strengthen the legal security of the organisations concerning ‘information and participation’ and the organisations working on cultural education. Finally, some changes are introduced with respect to the organisations that are subsidized by name. Wat kinderen betreft, moet elke Lidstaat de nodige maatregelen nemen voor de effectieve afschaffing van kinderarbeid (art. 3) en de minimumleeftijd voor huisarbeiders consistent maken met de bepalingen van de IAO Conventies Nr. 138 en 182 (art. 4). Summary: The Domestic Workers Convention extends key labour protections to domestic workers worldwide, the vast majority women and girls. These include the right to minimum conditions of employment, the right to enjoy minimum wage coverage, the right to paid annual leave, and the right to freedom of association. With respect to children, each Member State must take the necessary measures for the effective abolition of child labour (Article 3) and set a minimum age for domestic workers consistent with the provisions of ILO Conventions No. 138 and No. 182 (Article 4).
